Cause they are better roles only in scenario when you plan to hide between VT and do nothing else.
However it’s better for scum team to cc PRs, to not have 3 instant clears, if they have someone able to pull it off. An din this case this roles have one benefit - are not instantly confirmable like IC or Bartender are.
For strong team which thinks about powerwolfing, those role are actively better. Allowing avoiding igving out 3 free clears.

Roles alike IC seem weaker than Cop. Sure.
IC is one clear. Cop can clear several people. What’s more it can clear itself if no cc happens.
What you forget is that for that clears to exist, there must be no cc to begin with.
Scum is in theory in way better spot if they contest 3 clears AND in process theirs information.
Sure they are put in a spotlight and you need to have a person who beliefs they can pull it off.
However in this case, roles like IC, Bartender, Desperado, Hunter CANNOT exist, since they are straightforward confirmable. (Bartender gives message, so does IC) or allow to trade 2 for 1 when suspected.
If you want to have active game, with someone challenging PRs, maybe lynching some of them through hands of town, you need to raise the stake, chose something like Cop, Jailkeeper and then proceed to roleblock a cop. Turn them against each other. Add something else unconfirmable like BPV and you are set for a game where mafia actively challenges for power.
If you don’t do this and pick only weaker roles like IC or Hunter, you are pretty much forced into game of hiding by self confirmablness of this roles.
I believe it’s bit of a miss to not allow mafia communicate, or at least see what other mafia are picking, since everyone is going to go for weaker roles be default. Making game turn into game of “hide between vanillas”.
When depending on game strategy, challenging PRs might of been both more interesting and beneficial.
My main advice is to think about game strategy when picking and not only about which role is weaker.
Hunter isn’t confirmable.
Desperado either confirms or dies confirming another.
