In theory, the idea of Town and Mafia engaging in minigames to win abilities is a cool concept. However, in practice, the Mafia abilities are significantly weaker than the Town abilities. This is a problem when a majority of the players are aligned with the Town.
A Doctor can stop the factional kill and probably confirm a good player. A Motion Detector can confirm an evil player. A Roleblocker can stop the factional kill and confirm an evil player. These were dangerous abilities, and the availability of a self-doctor meant evils couldn’t confidently remove them from play without a Strongman. Speaking of which…

The Item Cop Plus is the weakest of the three abilities. Prize winners are known publicly, so there isn’t much incentive for villagers to hold their items long. As you’re presumably acting to discover another player’s ability because you don’t know it, you could risk a Motion Detector seeing you visit. Therefore, you are motivated to not use this ability unless an MD claims they’re visiting someone else or something, which wouldn’t happen.

The Strongman is only beneficial in the case of an attacked player self-healing, because they can’t out that they were strongman killed afterwards. As Gar revealed, if someone else heals a strongmanned player, a prize winner is outed evil.

The Ninja is circumstantial at best, serving to counter a Motion Detector which may or may not be in play due to the RNG element. Nonetheless, it is the best Mafia ability here.
