Hm… For starters, lock the passive and second active regarding the votes in XYLO, or otherwise this role will always lead to quickhammers.

I’m not sure how to feel about guiltless infinite-shot vigilante with a conditional this weak. It fits the theme, but it is too powerful for my taste, even if it’s already gated by non-consecutive.

Other than these two thingies… It looks fine to me.
