TL;DR if you max out everything, then the average damage is around 35 without magic or (good) weapons.
Max HP/M1P/M2P are 101/51/36. Unless you have some artifacts (or unless you are an NPC), then these numbers are just facts.
…also, “auto-hit” exists, because we can get 100+% accuracy.

The thing you quoted is mainly for flavor, right? “Commander is expected to be the most powerful single player.” So… they don’t have to be one per se. (Even though they most likely will be.)
However… all Silviu has should be in-game authority, and maybe more leniency towards creating broken abilities.

Well. There are two stages to hitting.
One is Accuracy. The other one is Dodge.
The Accuracy part is definitely in the bag with 100% Accuracy.
The Dodge part is another story.
