Everyone can have up to 5 abilities, yes?
Each skill can be rated from 1 up to 5, yes?
Then, what prevents one from making a character with five 5-rating skills? Plausibility? What if it’s the Commander? Surely that position deserves to make a strong character?

Okay, so for starters: I am interested.
Having that said, I skimmed the contents of the world, and “from what I can understand” I don’t think I can make up a character on the spot to roleplay well.
Then comes the fact that I am genuinely just clueless about the concept of “freedom”; I prefer playing games where things are predetermined rather than being given the freedom to choose what my character can do. Stupid, I know. But that’s just how much I don’t want to think about my character. This character doesn’t appear out of nowhere; if I roleplay, then I want to know its past and present, and actually match the persona (without burning out myself). Unfortunately self-insert isn’t really a thing when the world is set up to be in the future.
With that in mind, I’ll choose to limit the requirements I need to take and–
