i’ll allow prequeueing but i’m hesitant to allow locking it because that introduces a new element of mechanical certainty (due to your public role pm) which might be in your favor for the sake of alliances, and i’d argue that kind of thing wasn’t intended / communicated with this power
in order for things to be fair, if i allow you to publicly lock your pre-queued actions i’d have to allow that for everyone else as well, i think. and that feels to me like introducing a new game mechanic out of nowhere
your action deadline is 2 hours less than everyone else’s, so i did give you somewhat of a mechanical certainty for alliances; people can use those 2 hours to make sure you are doing what they think you will be doing

When I say “locked” action, it may not technically be 100% but I will always, always respect the lock even if it is directly in opposition to my own self-preservation beyond my own action outright killing me, because I consider the ability to have a trusted “locked” action more important than anything but actually living
