i would just make this “target player’s attacks this round are doubled” (or otherwise more powerful) just b/c it basically not only provides immunity to the highest attack you take but it also damages someone for TWICE that amount
(you can’t self target with my version)
i think this could be fine-tuned to become like
“you start by gaiining 60 Health [pr similar], but every missing health below [your starting health after addition] reduces your energy per round [or energy you have to spend to get an equivalent attack] by 2 [3?] instead [or you can make like a graph for it too but that’s effort]”

“X starts at 1. Spend X energy to deal 2x that amount to another player, then double X. You lose this ability and that player gains this ability.”
it would be bad, but it matches flavor better imo

I think that as a whole, “use power and immediately gain Health” is inherently a boring power.
The fun part, for me, is in the slingshot power of the secondary ability, so maybe we cut the first part entirely and just hone in on that?
Something like:
Choose a player, and log their Health as H.
Set an integer X such that X < H. Spend 3 * (H - X) Energy.
At the end of the turn, log the player’s new Health as N. That player takes 2 * (N - X) damage, flooring out at dealing no damage.
Granted, this is still kinda not fun because you guarantee that they end up at X Health or less, but there’s more risk-reward to it.
