I think since Hazard gain tree of lifeâs hp without delay, Poison ivy wouldnât be delayed either. (They are basically the counterpart of ach other.)

lair of evil doesnt delay poison ivy damage since lair of evil delays actions coming at you from other players that are submitted during main phase 2 and poison ivy passively damages you every round. it doesnt have a target that you submit, its always you, and it comes from a minor power, not from a player
(and in the case of other people giving you poison ivy thats accounted by lair of evil hard coded to not interact with giving minor powers)
