basically, the theory is that if someone is blacklisted for something relatively minor (like slanking), and the host absolutely can’t find a replacement, it might be better in some circumstances to let the blacklisted player sub in rather than have the slot sit empty or be forced to modkill it

it’s intended as a last resort
