I thought that the host would count the number of people on the top wagon and that was what was meant by “public votes”.
(So three yesterday.)
If the number of people on the wagon (3) does not meet soft plurality (4), then nothing happens.
People’s vote weights are only taken into account if number of people on the wagon triggers the count for soft plurality elim.
Like…
IF number of people on wagon > soft plurality THEN calculate weighted vote count
—> THEN IF weighted vote count > soft plurality ELIM top wagon
sorta thing
and since the IF wasn’t triggered nothing happened
