You are right.
It’s the same concept.
But you are wrong on the concept of “progress”

With half rare resources you can only make half the items, so you production is halved at the end. (Assuming you are always using the whole inventory of rare items.)

20 is the bottleneck and we cut it down to 10 since it reduced to 50%
