It is entirely possible as long as they have a reliable way of switching their sanity back. If they need to be sane to use an ability, someone else on the scum team will carry the kill. All it means is that Vulgard, if wolf, would only be able to kill ~every other night (hypothetically, but he could also just kill every night and skip using his ability).
If they had a way I doubt he would have needed to ask.
