(ai is the most difficult part of game development, it took a long time to make superhuman chess AI and they’re still imroving them. 4x games like civ and stellaris are hundred times more complex than chess)

i feel like it should be possible just by training the AI on what actual players of different skill levels are doing? i dont know how wildly different each civ game is from eachother?

machine learning AI is a whole product by itself 
they wouldnt be able to do that on release since players would like to play, so they’d need a hard coded AI thats more limited initially
they could decide to do machine learning AI if they wanted to yeah. wanted to = predict financial success
