Though, as far as I can see, the Genie only gives out wishes; nothing says the wish can’t be fulfilled if the Genie and the Backup is dead.
So unless the hosts wants to “keep flavor consistent”, then whoever has the wish ought to be able to use it, even if the Genie is dead.
