Spymaster: It is not a military issue. We can’t root them out by force. But they can approve certain measures to get potential spies to not defect, and actual spies to fess up.

(I was told I can offer some options if all of them are bad, as long as they are reasonable. I’m sure the rest of the council is composed of entirely rational, agendaless, nobles not infiltrated by the gaunt)

A: Propose an award of substantial gold to any spies who fess up. (The Spymaster must verify first) (-Treasury, and others)
B: Check soldier’s belongings and incoming letters extensively. (-Military and others)
C: Launch a scare campaign that appeals to the Ninth. (65% chance of working, based on Faith)
D: There is ABSOLUTELY NOTHING to worry about. (-Stability, -Authority and others)
