She’s pausing because she doesn’t want to be the source of a failing, or worse, bad idea. She wouldn’t say it if she didn’t believe in it.
“How to defend against spies.”
Hm. For starters, destroy Option D. If you want to have an agenda, then never let those agenda be spread to neighboring countries, regardless whether they are allies, neutral, or worst of all: hostile.
Option A can be abused. Spymaster’s abilities would be put to the test, and they (he?) will be exhausted one way or another. Punishing false reports could mitigate the stress, but this option ultimately depends on the Spymaster.
Option B is unreliable, unfeasible, and outright stupid. Unless all Military are more competent than spies (which is unrealistic), then the spies could bypass the TSA. The stupid part is because this plan intends to utilize the Military (people specialized in either combat and/or upholding peace) to seach for spies, thereby dividing manpower. Even if a spy is found, then the Military would’ve been so spread out that the spies would have higher odds to just escape.
The best idea I can think of on the spot: Poison the well. “To deceive your opponents, you must first deceive your allies.” Spread misinformation within the Kingdom and bait the spies to gather at one location, before eliminating them at once. It is not be guaranteed that all spies will be eliminated using this option, but at least the other spies would have a harder time operating within the Kingdom.

“We should be using this time to debate, but I think the two alternatives, though I can see them being used in combination, is training soldiers to detect spies while also spreading misinformation. I think this would disrupt any spy network if they get conflicting information and it may make it apparent where, if any, are getting any information from. This isn’t a formal suggestion yet, merely a thought that could be considered.”
