If you are referring to conversions then it works by the converter choosing a target and submitting an action that has a cool down. There is also a faction cap.

also im not sure why samarie would be the target for conversion, at least up to this point, so im just going to assume they are truth telling, but if a converter exists, they pretty much made them self a target

honestly this is mech heavy game and its not my forte, but ya i doubt they are unaligned with the blue dragons at this point
