a smart Monarch and court can try to keep the defiance down
but the Monarch must take a huge hit to their treasury to do so
and since almost everything influences defiance, the option that lowers defiance is often not desirable in other ways, making it hard for a court to do so
actually that’s a lie the Chiefs have an easier goal
they start with 0 faith and their 2nd stage goal on one of their schemes is “lower faith to 4 or lower”
