semi-open games are quicker to review, especially with the fact this one is already tested
i dont think this is willow’s fault as you say, rather it being with the queue system itself
something can be worked out if desired, but i would raise a suggestion about this if you want to change it

I have just raised a suggestion which willow does not like for the reason that reading if a game is ready to review off a column is harder than a seperate queue
