Who really cares about PRs abilities when they got so hard nerfed.
If they kill you itās because with current claims there is overflow of citizens and you are more in the clear. Not because of whatever ability is.

Not really. There can be a starting town PR recruit, even if everyone claims honestly.
Then they might fakeclaim and someone else claims PR, or people might be hesitant and swap claims around, or Icet could have been forged, etcetera.
